UK shipping updates: what’s actually changed and what you can do about it

British shipping is in a messy period. Due to changing European regulations, changing borders and outdated transport contracts, many traders pay too much or are confronted with surprising customs rejections without understanding why. None of this is difficult to solve, but it does require you to move past the shipping setup you may have built a few years ago.

If you’re currently shipping from the UK, here are the four operational services you should check.

Since the post-Brexit rules were put in place, the era of ‘close enough’ customs forms is over. Customs borders are becoming increasingly automated, and standard errors that used to be flagged with a warning now result in an immediate border rejection or a severely delayed delivery.

If you want your shipments to clear customs without a human border agent pulling them aside, three backend data fields need to be completely clean:

  • Granular harmonized system codes. The HS code must match the exact material, construction and purpose of the item. Use HMRC’s Trade Tariff tool to build a reference spreadsheet for your SKU catalog once and stop manual data entry permanently.
  • Matching commercial invoices. The total value on your customs declaration must perfectly reflect your invoice. Your item descriptions should not contain generic words such as “clothing” or “equipment.” They should list exactly what is in the box (e.g. “100% cotton knit sweater”), along with the unit price, currency and explicit country of origin.
  • A verified UK EORI number. If you are exporting commercially, this is your basic license. It is required for all UK exports. It’s free through HMRC and will be processed within a few days. Make sure it’s hardcoded into your shipping profile.

On July 1, the European Union will lift its long-standing €150 customs duty exemption for low-value imports. Every commercial shipment entering the bloc is subject to import duties, including a flat rate of €3 per item category.

This is a huge operational disruption for e-commerce stores that use a direct-to-consumer shipping model. If a European customer orders a shirt and sunglasses in the same box, these are two separate item categories, meaning €6 in flat rate import duties will be applied directly to the order, plus standard import VAT.

If your cross-border mix relies heavily on small, cheap items going to Europe, your current pricing strategy is broken. You should update your shipping costs immediately to protect your margins, or look for localized EU fulfillment centers to bypass the border entirely.

If you’re still shipping international orders on a Delivery Duty Unpaid (DDU) basis, it could hurt customer retention. DDU means your customer receives a surprise text message or email from a local carrier requesting cash payment before their package can be delivered. When shoppers are unexpectedly charged a border fee, a large percentage simply refuse delivery. The package is returned, you have to refund the transaction and you end up paying twice for international shipping.

Switching your store to Delivery Duty Paid (DDP) completely removes this friction. You calculate and collect the exact import duties directly on your checkout screen, pre-pay customs clearance through your carrier and the package passes through the local holding facility straight to the customer’s door.

The rule of thumb: When international import duties average more than 10% of your normal basket value, building a DDP workflow pays for itself almost immediately through saved conversions and zero return rates.

Northern Ireland is part of the British customs territory, but follows EU rules for goods. What that means in practice depends on the direction of your shipment.

For goods moving from Great Britain to Northern Ireland for use in the United Kingdom (i.e. not at risk of entering the EU), the British Internal Market Scheme (UKIMS) applies. From 1 May 2025, UKIMS registered traders moving eligible goods through the UK Single Market will no longer need to complete customs declarations for those movements.

UKIMS registration is free. HMRC also offers a free Trader Support Service for assistance with navigation and declarations.

If you regularly ship to Northern Ireland, UKIMS registration is worth it. It’s a simple process that simplifies each subsequent shipment.

Most sellers choose a carrier early and don’t renegotiate. But the rate you signed at a lower volume is likely not the rate available to you now.

Proactively call your account managers every 6 to 12 months. If your shipping volume has grown, request a new rate sheet. Carriers such as Royal Mail, DPD and Evri charge tiered prices, and thresholds that were not relevant two years ago may be relevant now.

Please note that the best carrier for a 2kg parcel to Edinburgh is rarely the best carrier for a 500g parcel to Dublin. Rate comparison between multiple carriers (that is, automatically selecting the most competitive, eligible service per shipment) can help you save on an ongoing basis.
